A Small Business recently won over all
size competitors on another contract in Iraq based on a
full and open competition at the U.S. Army Corps of
Engineers Gulf Region Division.
SEI Group, Inc.,
listed as a Huntsville, Alabama small business firm, has
been awarded a $6.9 Million contract (see attachment) to
provide a Power Generation and Distribution Plant for
Camp Falcon, Baghdad, Iraq. This contract, awarded by
the US Army Corps of Engineers, Gulf Region Division,
was based in a "full and open" competition with large
and small business competing head to head (SEI is a
small business.) SEI won over 2 other finalists that
submitted innovative proposals that met project funding.
Camp Falcon is projected to have around 5000 people; see

Mr.
Elloy Torrez, President, SEI Group Inc. stated in an
email announcing the award "Now we must begin the
important work that will improve living conditions for
our soldiers and allow the military to return key
infrastructure sites within the Iraqi capital to the new
government."
